Russian State Agencies Will Report to the Government on the Use of AI

From 2023, Russian federal authorities will have to report to the Russian Government on the implementation of solutions based on artificial intelligence (AI). "Vedomosti" wrote about it, referring to the roadmap "Development of high-tech area "Artificial Intelligence" for the period until 2030". 

The Cabinet approved the document in late December 2022. 45 million rubles will be allocated to verify the "AI maturity" of agencies by the end of 2024.

In 2022, the RANEPA assessed 63 federal executive bodies (FEB), but it is not clear which agencies were assessed and what the results were. The only thing known is that the results were used to assign four levels of maturity: initial, basic, progressive and leadership.

The Ministry of Economic Development, however, clarified the publication that in 2022, the leadership level received only Rostrud, 28 FEBs assigned a basic level, another 28 agencies and three state extrabudgetary funds - the initial level.

Earlier it was reported that the authorities will allocate 24.6 billion rubles for the development of artificial intelligence technology in Russia until 2030.

AI should be used to solve specific problems, says Vladimir Arlazarov, CEO of Smart Engines. The introduction of AI methods for a tick-box or a ranking position may negate the very point of optimizing processes with the latest scientific achievements, he believes.

"Spending money on research without the subject of research and an institutional framework makes little sense. If there were, for example, a government decree that each government agency needs to develop a strategy for the development of AI and report on the implementation of three projects, it would be possible to make a rating," he says. - But when there are no requirements, then comparing the Ministry of Health and the Courier Service is a profanation at public expense,"

 adds Ivan Begtin, director of the Infoculture ANO.
