Russian Authorities Unveil Updated AI Regulation Framework

The updated concept of AI regulation in Russia will come into effect in 2025.

Russia’s updated artificial intelligence (AI) regulation framework will come into effect in 2025. One of the key provisions prohibits AI technologies from being used in education if they merely solve problems for students rather than foster their development. This update also addresses crucial issues such as the role of neural networks in healthcare, the responsibility for AI-generated creative works, and accountability for any harm caused by AI systems.

According to Artem Sheikin, First Deputy Chairman of the Federation Council's Committee on Constitutional Legislation, it is essential to continue developing laws that ensure technological sovereignty and security for the country. He emphasized the need for a balance between innovation and safety, with an emphasis on protecting public interests.

The main guiding principle for regulating AI should be a human-centered approach. 

The updated concept includes key principles like safety, technological sovereignty, respect for individual freedom, non-discrimination, and accountability. It stresses that AI systems must not cause harm to individuals and must remain under human control.

The initial legal framework for AI regulation in Russia has been in effect since 2020 and will expire in 2024. In crafting the new concept, lawmakers and experts examined several unresolved issues, including the distribution of responsibility for AI's actions. A major point of contention remains determining who is liable for intellectual works created by AI and who owns the rights to works generated by neural networks.

Rather than establishing a single national AI law, Russia plans to regulate AI on an industry-specific basis. For example, in healthcare, the concept calls for clear accountability for the use of AI in medical practice. In education, AI is prohibited from replacing students in completing assignments to prevent academic cheating. The new framework also outlines guidelines for AI use in industries such as transportation, agriculture, and construction.
