The Government resolution defines the tasks, functions, and operating principles of the GIS “Anti-Cartel.”
The Russian government plans to integrate artificial intelligence (AI) into its state-run “Anti-Cartel” information system in early 2026, according to the government’s official Telegram channel.
Once operational, the AI-powered system will be able to detect previously unknown collusion patterns. All public tenders will automatically fall under the system’s supervision.
The “Anti-Cartel” platform is designed to identify and prevent cartel agreements in government procurement. Currently, it automatically analyzes 9.6 million tenders using 20 technical and behavioral criteria. The system runs on the “Gostekh” platform, which will serve as the basis for future upgrades. Russia’s Federal Antimonopoly Service (FAS) operates the system.
On December 3, FAS uncovered a cartel in the solid waste transportation sector in Bashkortostan, involving more than 1.8 billion rubles ($23 million). The collusion was detected using the “Anti-Cartel” system, the agency said.
