Manturov Outlines ‘Russian Shelf’ Rules for Marketplaces

Russia plans to extend domestic product promotion requirements to both physical retailers and online marketplaces.

First Deputy Prime Minister Denis Manturov said requirements for online and offline retail should be aligned to ensure fair competition, including rules governing the promotion of Russian-made products.

In an interview with Kommersant, Manturov said the proposed “Russian Shelf” bill would apply to both brick-and-mortar retailers and e-commerce marketplaces, although the regulations would differ for each sector.

According to Manturov, physical retailers would be required to allocate a certain share of shelf space to Russian products.

For online marketplaces, search results would have to display Russian-made alternatives alongside foreign products when users search for items using specific criteria.

“If a customer searches for a product category without specifying a particular brand, then a domestic product should appear first in the search results,” 

Manturov said.
