Maxim Shaskolskiy presented an overview of the authority’s work in commodity markets and its legislative initiatives.
A new National Competition Development Plan for 2026–2030 has been adopted, encompassing a broad range of measures across various markets. A new regional competition development standard has also been approved.
In food markets, the FAS continues its work across the entire pricing chain. Response measures have included recommendations on promoting fair pricing mechanisms and voluntary commitments to limit prices and markups on socially significant goods, as well as the issuance of warnings, cautions, and the initiation of antitrust cases.
In the fuel market, unscheduled on-site inspections revealed coordinated actions in the conclusion of exchange-traded transactions. A number of companies systematically purchased the entire available volume of gasoline and diesel fuel, preventing bona fide market participants from acquiring these products. The traders then resold the fuel at inflated prices, generating particularly large profits. An antitrust case has been initiated, and the investigation is ongoing.
In the transport sector, the FAS issued warnings to 15 airports for requiring airlines to pay fees for passenger registration systems, which had been reflected in ticket prices. The airports complied with the warnings, enabling airlines to save approximately RUB 2.5 billion on airport service charges.
In 2025, the FAS identified 4,500 violations of advertising legislation and imposed fines totaling more than RUB 200 million. A significant share of these violations involved advertising of financial services. In response, the FAS is developing a mechanism for fines that would be differentiated according to a bank’s capital.
A law on the unification of auction procedures has been adopted. Eighteen types of auctions are now conducted under a single set of rules through electronic platforms, with information published in the State Information System “Torgi” (GIS Torgi). More than 60% of all state property auctions will now be conducted under the new rules. This is expected to improve transparency, increase budget revenues, and ensure equal access to state-owned assets.
The powers of the FAS in the field of tariff regulation have also been strengthened. The number of inspections assessing the economic justification of regulated tariffs continues to grow. In 2025 alone, these inspections resulted in the exclusion of RUB 50.3 billion in unjustified costs from regulated tariffs.
Concluding his presentation, Maxim Shaskolskiy noted that the FAS Training and Methodology Center in Kazan continues to provide professional retraining and advanced training programs for staff of competition authorities from CIS countries. In 2025, 39 specialists completed training at the center, while 14 participants have already completed programs since the beginning of 2026.
