Discord admitted in a document sent to the government that there were signs of risk in the livestream that allegedly culminated in the death of a 13-year-old girl, but that they were not enough to trigger a reliable alert in the platform's internal system.
According to the company, "machine-learning systems processed the available signals, but did not generate an alert with a sufficient confidence level for automated action." Discord says it seeks to strike a balance between its detection capabilities and the generation of false positives.
In a statement, Brazil's National Data Protection Authority said the possibility of false positives in violation notifications does not justify the failure.
The agency ordered Discord to suspend livestreams on the platform, a measure Discord called premature. It also said that it "does not tolerate groups or individuals who promote or encourage violence."
The company said it identified and disabled the teenager's server before her death and that the criminal activity was allegedly coordinated on other platforms before and after the users involved were banned.
