Russia’s FAS: Cooperation Between Antitrust Authorities Promotes Fair Competition in BRICS Countries

Deputy Head of the Federal Antimonopoly Service of Russia (FAS), Andrey Tsyganov, emphasized the importance of international cooperation among antitrust agencies during the conference “Antimonopoly Law: To A New Level.”

In his remarks, Mr. Tsyganov highlighted the active collaboration among BRICS competition authorities. According to him, the exchange of legislative and enforcement practices within the bloc helps improve national antitrust regulations and contributes to their harmonization across BRICS countries.

One of the key areas of cooperation is joint work on cases involving violations of antitrust laws by transnational corporations, as well as the assessment of global economic concentration deals. To enhance this collaboration, BRICS regulators have adopted various model and standard documents. In 2024, the group approved the Model Principles and Standards for the Operation of Digital Market Participants in BRICS Countries. This document serves as a guideline for digital companies in preventing antitrust violations within the BRICS framework.

Tsyganov also noted that, in light of the recent BRICS expansion, FAS Russia is focused on integrating new member states into the group’s existing formats. These include the BRICS Coordination Committee on Antimonopoly Policy, the BRICS Working Groups for the Research of Competition Issues in Socially Significant Markets, and the BRICS Working Group on Cartels, as well as a range of joint studies.

In addition, FAS Russia is working to align the efforts of BRICS competition authorities with other regional associations, such as ASEAN, the SCO, the CIS, and the EAEU. According to Tsyganov, strengthening these formats will facilitate the sharing of best practices, development of advanced regulatory solutions, and engagement of new potential BRICS participants.
