The proposed registry includes the country's largest e-commerce, ride-hailing and delivery platforms.
Russia's Ministry of Economic Development has published apreliminary list of digital platforms that are expected to be included in a new state registry under the country's platform economy law, which will take effect in October 2026.
The draft registry includes 12 platforms: Wildberries, Ozon, Yandex Market, Yandex Go, Yandex Food, Yandex Travel, Avito, Delivery Club, Joom, Lamoda, Kuper and Magnit Market.
The ministry said the list could be expanded after receiving proposals from businesses to add several major online services, including employment platforms.
Companies may apply for inclusion in the registry if they meet the legal definition of an intermediary digital platform. Under the law, such platforms must allow users to list goods or services, conclude transactions and process payments. They must also meet additional government criteria, including an average daily audience of more than 100,000 users and either more than 10,000 partners that completed at least one sale or service transaction through the platform, or annual partner turnover exceeding 50 billion rubles ($650 million).
The registry is scheduled to launch on Oct. 1, 2026, the same day the platform economy law comes into force.
"The mandatory requirements of the law apply only to intermediary digital platforms included in the registry. For example, they will be required to verify sellers through government information systems before allowing them onto the platform, as well as check product listings for certificates of conformity, declarations of conformity and sellers' registration in the state product labeling system,"
Deputy Prime Minister and Government Chief of Staff Dmitry Grigorenko said through the government's press service.
