Russia Removes Acer, Asus and HP PCs From Parallel Import List

Moscow says domestic manufacturers can fully replace the excluded products.

Russia’s Industry and Trade Ministry has removed personal computers and components from brands including Acer, Asus and HP from the country’s parallel import list, saying equivalent products from Russian manufacturers are available in sufficient quantities.

Under a government document approved on Nov. 26, 2025, and taking effect six months later on May 27, 2026, computers and components from Acer, Asus, Fujitsu, HP, Hitachi, IBM, Intel, Kingston, Samsung, Toshiba and several other brands can no longer be imported into Russia through the parallel import mechanism. Earlier in 2025, HP and Fujitsu laptops had already been excluded from the list.

The ministry said the move would not reduce the range of products available on the Russian market and would instead boost demand for domestically produced electronics.

“Equivalent products being removed from the parallel import list are supplied by Russian manufacturers in volumes sufficient to replace goods from unfriendly countries,” the ministry said. “Therefore, excluding these categories — including computers, laptops, storage devices, servers and data storage systems — from the parallel import list will not affect the assortment of goods available on the Russian domestic market.”

The ministry added that the measures would support the development of Russia’s domestic radio-electronics industry by increasing demand for locally made products.

Russia legalized parallel imports in March 2022, allowing the import of genuine goods without the consent of trademark owners after many foreign companies scaled back operations in the country. The list of permitted goods has since been revised several times.
